Assistive listening is the most overlooked line in a church AV budget and the one that most directly serves people already in the pews. Roughly one in eight Americans over twelve has hearing loss in both ears, and in a congregation skewed older that proportion is higher still. A system that costs a fraction of the loudspeaker budget lets those people hear the sermon.

The counts below reproduce the 2010 ADA Standards for Accessible Design, section 219.3, exactly. The honest caveat comes first: houses of worship are exempt from ADA Title III. How many assistive listening receivers does my church need?

The 2010 ADA Standards set receiver counts in four bands, each with its own rate. At least 25 percent of receivers, and never fewer than two, must be hearing-aid compatible, which in practice means a neck loop.

A 500 seat assembly area requires 20 receivers, of which 5 must be hearing-aid compatible, rising to 36 receivers at 1,000 seats and 55 at 2,000.

Which assistive listening technology should a church choose?

Three systems dominate, and they differ in who has to collect a receiver. That single distinction matters more pastorally than any specification, because the greatest barrier to use is having to walk to a desk and ask.

A hearing loop is the only technology that needs no receiver at all for the majority of users, because modern hearing aids with a telecoil pick it up directly.

Wi-Fi and app based systems are genuinely useful as an addition and are not currently an accepted substitute for a compliant assistive listening system, partly because of latency and partly because they require the listener to own and configure a device. What does a compliant system cost?

Receivers are the line that scales with seat count. The transmitter is a fixed cost, and the neck loops that satisfy the hearing-aid compatible requirement are a separate item that quotes routinely omit.

The neck loop is the item most often missed. A church that buys twenty receivers and twenty earbuds has met the count and not the hearing-aid compatible requirement, because a person wearing hearing aids cannot use an earbud. Budget at least a quarter of the receiver count as neck loops, and never fewer than two.

The exemption, and why churches follow the table anyway

Houses of worship are exempt from ADA Title III. The exemption for religious entities is genuine and broad, and it covers the assembly space itself. A church is not legally required by Title III to provide assistive listening, and any vendor implying otherwise is overstating the position.

The exemption has real limits. It narrows quickly once a church operates beyond worship. Renting the auditorium to the public for concerts, community meetings or polling, running a school or a day care, or receiving federal financial assistance can each bring obligations under Title III, Title II or Section 504. State and local building codes are a separate matter again: many jurisdictions adopt the International Building Code and ICC A117.1, which require assistive listening in assembly areas regardless of the federal religious exemption. Check with your local authority having jurisdiction rather than assuming.

Most churches provide it regardless, for the obvious reason. The people who need it are already in the congregation, frequently among the most faithful attenders, and they have usually stopped mentioning that they cannot hear. A compliant system for a 250 seat church is ten receivers and three neck loops. Against a loudspeaker budget it is a rounding error, and it is the only line item that makes the service accessible to people who cannot otherwise follow it.

Provision is not use. A drawer of receivers behind a locked door is compliance theatre. Put them at the entrance where a greeter hands them out, signed with the international symbol of access, charged, clean, and with someone who knows how to switch one on. The most common reason a church system goes unused is that nobody wants to ask for one.

Where this chart does not apply

It is the federal count, not your local code. Many jurisdictions adopt building codes requiring assistive listening in assembly spaces with requirements that differ from and sometimes exceed the ADA table. Where a new build or a substantial renovation is involved, the building code is the binding document and it is checked at inspection.

The count assumes one assembly area. A church with a sanctuary, a chapel and a fellowship hall used for services has three assembly areas, and the table is applied to each. Receivers cannot generally be shared across rooms running simultaneously, because each space needs its own transmitter and channel.

It says nothing about signage, which is also required. Assembly areas with an assistive listening system must be signed with the international symbol of access for hearing loss, telling people the system exists and where to collect a receiver. A system nobody knows about serves nobody.

It does not cover what you feed the system. An assistive listening feed taken from the main mix inherits every problem in that mix, and a feed dominated by room microphones is worse than useless. The correct source is a dedicated mix weighted towards the spoken word, which is a console bus decision made at the same time as the monitor mixes.

Captioning is a separate provision. Some people with hearing loss gain nothing from amplification, and for them the answer is live captioning on the projection screens rather than a receiver. That is a different budget and a different workflow, and increasingly it is what younger attenders expect.
