This is the chart that settles the loudness argument, or at least moves it from opinion to arithmetic. The left column is what rooms of each type actually measure, not a recommendation to run loud. The right column is the exposure limit that comes attached, because once a service passes about 90 dBA the church has taken on a duty of care towards its congregation, its volunteers and above all its musicians.

What level does each style of service run at?

Targets are A-weighted averages at the mix position across a whole song or a whole sermon, not peak readings. A single number from a peak hold is meaningless for this purpose and will read ten decibels high.

A contemporary worship service runs 92 to 98 dBA at the mix position, at which point NIOSH allows about one hour of exposure per day before hearing protection is recommended.

What each target costs in amplifier power

Service style is the most expensive decision a building committee makes, and almost nobody realises it is a decision about watts. Here is one identical 250 seat room, with a 45 foot throw to the back row and a typical 96 dB sensitivity loudspeaker, specified for each style.

Moving a 250 seat room from a speech target to a contemporary worship target raises the requirement from about 15 watts per loudspeaker to about 2,368 watts, a factor of more than 150.

The exposure limits, and which one applies to a church

Two different standards are quoted in this field and they disagree, which is why you will see both 85 dBA and 90 dBA described as "the limit". NIOSH is the health-based recommendation and uses a 3 dB exchange rate, meaning every 3 dB doubles the sound energy and halves the safe time. OSHA is the enforceable US workplace limit and uses a more permissive 5 dB exchange rate.

NIOSH permits 8 hours at 85 dBA and halves the allowed time for every 3 dB above it, reaching about one hour at 94 dBA and fifteen minutes at 100 dBA.

NIOSH uses a 3 dB exchange rate and a 85 dBA criterion. OSHA uses a 5 dB exchange rate and a 90 dBA criterion, with a 85 dBA action level requiring a hearing conservation programme. Houses of worship are generally outside OSHA enforcement for volunteers, which makes the NIOSH figure the honest one to plan against.

How to choose a target, and how to hold it

  1. Decide the style first, in a leadership meeting. Not at the console on a Sunday. The target level is a pastoral decision about who the room is for, and the volunteer running sound should never be the person defending it.
  2. Measure what you actually run now. A-weighted, slow response, at the mix position, averaged across three or four songs, for four consecutive weeks. Most churches discover they are three to five decibels above what they assumed.
  3. Write the target down as a range, not a number. A four decibel band, such as 92 to 96 dBA, is achievable. A single number is not, because an honest mix breathes with the arrangement.
  4. Fix the stage before touching the house fader. If the drum kit alone puts 90 dBA in the room, no house target below that is reachable. Deal with stage volume first, or the target is fiction.
  5. Put ear protection at the door. Filtered earplugs that attenuate evenly, not foam, for anyone who wants them. This costs very little and it changes the conversation from restriction to care.
  6. Log it every week. A simple spreadsheet of date, style, average and peak. When somebody says the music was too loud, you will have four months of data instead of two opinions.

Where these targets do not apply

They are averages, and a single figure hides a lot. A service averaging 94 dBA may be entirely comfortable if the dynamic range is wide, or exhausting if it is compressed flat at 94 for forty minutes. Two rooms with the same average can feel completely different.

They assume a room that is acoustically reasonable. In a reverberant sanctuary with a long reverberation time, intelligibility fails long before the level is adequate, and turning up makes it worse rather than better. No target is achievable in a room that has not been treated.

They say nothing about frequency balance. Most complaints about a service being "too loud" are complaints about a specific frequency range, usually 2 to 4 kHz harshness or an overpowering low end, rather than about the overall level. Fixing the balance often lets a church run at the same dBA with no complaints at all.

Volunteer exposure is not congregational exposure. A congregant attends for 70 minutes once a week. A drummer, a sound volunteer and a worship leader are in the room for rehearsal plus two or three services, which can be six hours in a day at the same level. The exposure limits bite on the team, not on the congregation, and that is the group a church most often forgets.

In-ear monitors are outside this chart entirely. The level at the eardrum inside a sealed earphone is set by the musician and metered by nobody. A church can run a beautifully controlled 92 dBA room while a vocalist runs 105 dBA in their ears, and no house measurement will ever reveal it.

Why do people complain about volume when we measure a reasonable level?

Usually frequency balance rather than level. Harshness in the 2 to 4 kHz range reads as painful at any measured level, and an overpowering low end reads as oppressive. Excessive reverberation causes complaints too, because the congregation strains to understand words. Check the balance and the room before you turn the system down.

Should the sound volunteer be responsible for the target level?

No. The target belongs to church leadership, written down and agreed in advance, and the volunteer simply holds the system inside it. Making an unpaid volunteer defend a loudness decision every Sunday is the fastest way to lose them, and it is the single most common reason church technical teams burn out.
